He also evidently took bribes and had a personal stake in the fixed boxing match between Albert Hammond and Kid Galahad. He also tells Phelps in The Black Caesar that he wanted to wrap, upangaji pamoja up the case before he had to actually work overtime instead of just claiming it and therefore receive extra pay. Furthermore, Earle knew of Phelps' interest in Elsa, and ultimately used this information to bargain his way into the SRF syndicate and into Leland Monroe's payroll.
And Roy is never punished. Except the time Cole snaps and points a gun at him, giving a "the reason wewe suck speech" after Roy insult Sheldon's corpse. But Roy is never arrested. And not even shot kwa Cole. He gets away scot free..

May be weird to put Billy before Dimitri.. But at least Dimitri has SOME standards.. He really only knew Niko for a few days.. Billy knew Johnny sense they were little kids. Johnny thought of Billy as a big brother, he loved the guy.. Making it all the zaidi disgraceful that Billy sold Johnny out the first chance he got.. Not to mention the constant racist maoni towards just about every race.. And that he drove Brian basically insane, causing the civil war, as Brian couldn't see Billy's true nature. Kinda sad when wewe think about it.. Plus, in GTA 5, surviving Lost MC mentions, mention that Billy was the better leader, which is basically a middle finger to fans..

Most jerks would just stop at humiliating wewe once. However for Eric Sparrow that isn't enough. He steals your footage of jumping across two 30-story buildings over a helicopter leading him to fame. If that wasn't enough he gets wewe in jail kwa ramming a tank into a building and blaming it on you. That's a bit too far for a rivalry. The only thing good about Sparrow is finally getting to ngumi, punch him in the end..

Most GTA antagonists are pricks we normally hate from the moment we first see them. Dimitri was very different. wewe think he's a friend.. He's such a evil genius, wewe kinda upendo it, but wewe never admit it.. But still, your zaidi than happy to watch that asshole die nice and slow..
#5: DOCTOR FONTAINE - LA NOIRE:
Fontaine is one of the most cold and ruthless characters in the game, obsessed with power and manipulation. He constantly utilizes people to further his ends, as seen kwa his keeping Elsa Lichtmann addicted to drugs in order to investigate the breakdown of an addict and using Lou Buchwalter for the Fund, causing his death. He is also a master at manipulating people, demonstrated kwa how he convinced a nieve Courtney Sheldon to give him the stolen army surplus morphine in blatant abuse of his trust. Furthermore, he manipulated Ira Hogeboom (a man with strong PTSD and needs mental help) and used him to burn down houses, often with family's inside.
In the end, Fontaine was later visited kwa Elsa who explained her recovery from her addiction and mentioned Cole and Jack, causing Fontaine to stutter on his words. Catching him off-guard, Elsa confronted Fontaine kwa stating she knew of his involvement with Monroe and that he had suggested Lou worked at the housing site; insinuating that Fontaine was responsible for Lou's death.
Finding himself cornered and exposed, Fontaine played up his innocence and attacked Elsa, striking her on the forehead with a crystal ball, knocking her unconcious. As he prepared to kill her to conceal his corruption, Ira Hogeboom arrived and witnessed the whole attack. In a fit of rage, Ira stormed in, grabbed Fontaine kwa the throat, and strangled him to death..

Frank is a corrupt police officer, and is depicted as a very violent, sadistic and impulsive man. He often used Carl as his "dog". Tenpenny is also heartless and is easily angered if things doesn't go pretty well. He also had helped both Vagos and Ballas to make both Aztecas and GSF cease to exist in order to gain zaidi power and respect from them instead of preventing them from committing zaidi crimes.
Frank Tenpenny appears to have few qualms in abusing people verbally au physically and seems to be fond of practicing brutality on others. Before the final mission, End of the Line, he realized that Carl has "gone away from him" and decided to eliminate him, which shown in the End of the Line, he attempted to kill Carl kwa using his shotgun but fails to do so..

Throughout the events of Red Dead Redemption, Ross is portrayed to epitomize the unfair and detestable nature of the corruption in the federal government during its time. He is indifferent, snide, amoral, disloyal, unscrupulous and inequitable to a fault.
He may have also held some prejudicial views, like calling Nastas a savage after first encountering him, and assuming that he might not speak English even after being told Nastas was an informant..

Vladimir Makarov is a man with purpose. A moral man, one with ideals. Unfortunately, being the sociopath that he is, that moral compass of his doesn't exactly point North, and in a bid to return Russia to its USSR glory days, he sets off a nuke that kills zaidi than 30,000 Marines. Later, he also coordinates the infamous Zakhaev International Airport attack, which brought civilization to the brink of World Word 3. But don't worry, Makarov gets his, courtesy of one Cpt. John Price..
#9: ZAHKAEV - CALL OF DUTY:
The man who started it all. Even in death, Makarov made people remember the name.. He's kinda awesome actually..

He's been brainwashed and now he's a machine who's only mission is to kill our heroes. He got shot through the chest and was subsequently plunged into the ocean, but he turned up alive and forced Logan, the main character, to jiunge his side--which no other villain has been able to do. He's a guy who uses brute force and could take out any of the ghosts in a one-on-one fight--and for the record he succeeded in killing two ghosts, injuring two, and brainwashing another..
