Does anyone know...

where can I download a program to make icons. I have CorelDraw but it's not good for making icons, i do have photoshop but i don't know if it helps. Please!

for instance, with photoscape is very easy to select a 1x1 portion of a pic and resize it to ikoni standard (100x100) ;)
