Call me old fashion but I believe the guy should tell the girl first... And the second reason to why I won't is that whenever I give just a small hint of liking them they freak out and break my heart, no kidding!

{To clarify :} I meant "love" in general saying "I love you" -if I MEAN it - to "anyone" not just romantically, but yes, - I will say. If I truly feel & mean it then I do. I used to believe different, even if the guy is the one who has said "I love you" first with me. I used to think that love should just be an action... etc, but like I said above^
