are there apartments with balcony in nyc?

because i was watching some pictures and tours of new
york and the buildings were without balconies.

also are there normal public school in nyc?
i know that there are some military, performing arts, law schools etc. also jewish and catholic but i mean like normal, not religious, schools where every student can go, with all the required and elective subjects, lunch, school bus, physical education etc.
