I think this whole family separation thing is pretty simple: it's illegal. When wewe forcibly take a child from a mother, that is called kidnapping. And when wewe put them in a cage, putting chronic stress on them that will last their entire lives, that is called child abuse. Just because a government-run service did it does not make it any less illegal.
